Q: Is there any underground utilities or horizontal boring needed on this project?

A: Yes there underground utilities on this project. They are shown on several pages, but easiest to read on SG1. The project does not prohibit boring.

Q: 1) When the contractor sets up TC7 as shown on sheet 45, will this plan be bound to the time restraints listed on spec page IV-40 for lane closures of 9AM – 3PM? Or, will the contractor be able to leave this plan/configuration in place to complete the work?

A: The contractor is not allowed have in place the plan/configuration shown on TC7 beyond the hours listed in the contract. All lanes in both directions will need to be open from 5:00am-9:00am, 3:00pm-8:00pm to relieve peak hour congestion.

Q: Construction Note 3 in the irrigation drawing (IR1 – IR4), state to install a service connection and double check with contractor permitting. Is the contractor responsible to procure the connection permits for these locations? What are the connection fees in relation to these connections?

A: The city will take care of any permits of connection fee associated with this activity.

Q: What are the night lane closure limitations in regard to the signal and intersection work? Can these closure times be used for other portions of the project at night?

A: Yes, closure times may be used for various night time work. Specific SR 531 traffic control plans will have to be developed by the contractor and submitted to WSDOT for approval. The approval could state limitations.
